From Logistics to Mobility
When it comes to defence readiness, success depends on more than military capability alone. Personnel, equipment, supplies and essential services must all be available where and when they are needed.
For more than two decades, our Toll Government and Defence has played a critical role in supporting these outcomes through our Managed Services business, helping government agencies and defence organisations solve complex operational challenges at scale.
Our Government and Defence business is one of the Australian Defence Force’s largest logistics partners. Within Managed Services, our portfolio spans relocation management, end-to-end 4PL supply-chain and humanitarian case management services.”

Defence Relocations That Support Readiness
For more than 25 years, we have helped the Australian Defence Force move its people and their families across the country. Today, we manage approximately 23,000 relocations each year – this makes use one of the largest workforce mobility programs in Australia. Supported by a dedicated team of more than 180 specialists, our programs provide the scale, operational control and defence expertise required to manage complex relocations. More than half of all annual relocations are generally completed during the peak posting season between November and January, helping ensure defence personnel are where they need to be to support operational requirements. Beyond managing moves, we work closely with defence stakeholders to help members and families navigate entitlements and relocation benefits, delivering a smoother experience throughout the process. By helping personnel transition smoothly between postings, our team contributes to broader defence capability by ensuring workforce mobility does not become a barrier to operational readiness.
Procurement and Supply Chain Management for Defence
Our managed services capability also supports defence through integrated procurement and supply chain solutions. Since 2019, we have delivered fourth-party logistics (4PL) services under Defence's Commodity Reform Program, managing commodity sourcing, supplier engagement, fulfilment and transportation through a single operating model. At the centre of this capability is Toll's Supply Marketplace, which currently manages more than 12,000 product lines and facilitates over 6,000 consignments annually across Australia. By acting as a strategic integrator across the supply chain, we help improve visibility, efficiency and access to critical supplies when and where they are needed.

Humanitarian Case Management at a Global Scale
Beyond traditional managed services expertise, our team also provides humanitarian support globally. Since 2023, we have partnered with the Department of Home Affairs to deliver Assisted Passage services for Australia's Humanitarian Visa Program, providing travel and medical support for refugee and humanitarian entrants. To date, our business has supported more than 40,000 clients across 50 countries. This capability has resulted in us becoming the world's largest refugee resettlement service provider by client volume, demonstrating our ability to deliver sensitive, people-focused programs in complex operating environments.
Bringing Together Mobility, Logistics and Mission Support
Whether supporting defence mobility, managing complex supply chains or delivering humanitarian programs, our Managed Services team brings together logistics expertise, case management capability and stakeholder coordination to solve challenging operational problems.
With proven experience delivering large-scale programs across defence, government and humanitarian sectors, we are helping organisations stay agile, responsive and mission ready.
